Project Title: “Activating Institutional Development for Attainable Rights and Inclusion-AIDARI”. (AIDARI is a Santali word; in Bengali it means “rights”)

Bangladesh is a country of multicultural peoples and community. Apart from the majority Bangalee population in the country, there are many ethnic communities with their own language, traditional culture and practice. These ethnic communities have upazilla and union based organizations facilitated and supported by government and sometimes initiated by them. There is a formal committee consisting of ethnic community representatives from the whole union area. In some instance, there are upazilla based committees as well.

These organizations were initiated with a spirit of building their unity, raising their voice of demand for obtaining their rights and entitlements, practice their own traditional culture and heritage  and also for suitably distribution of government supports from the prime minister’s special affairs department. 

GBK “Activating Institutional Development for Attainable Rights and Inclusion-AIDARI” project has been designed with the spirit of those organizations and presently working for building their leadership capacity, sensitizing ethnic community peoples about their rights and entitlements, influencing them towards responsiveness. Rational behind designing the project is that- the project would make functioning of the ethnic community organizations, develop leadership capacity of the organization leaders, make them  responsive towards the mass community peoples, initiate to practice their traditional cultures, the community center would be developed as a resource center of EC’s, information about GO-NGO services, having dialogue between the duty bearers (UNO, government officials, union council, member of parliament and others). The proposed project would also have inclusion strategy for the ethnic peoples in different institutions like-primary school committee, union council committee, market committee etc. Some of present status of this project as follows.

Project Duration:  3 Years 3 Months  from October 2013 to December 2016

Project  goal :Marginalized and vulnerable plain land Indigenous People enjoy better livelihoods and equal opportunities in accessing GO-NGO services by 2016.  

Project Objective:

1. Indigenous people’s organizations are active to protect, realize rights and entitlement through strengthening their capacity and creating vibrant movement at grassroots level

 2. Indigenous peoples have improved /quality access to the services and resources including land, safety net, education and health at local level

 3. Influence local level policy makers, civil society, service providing institutions, formal and informal political leaders in favor of realizing IP’s rights

·         To harmonization between ethnic and mainstream people

·         To Protect Promote and preserve the Indigenous Culture and heritage.

Total Budget: 11,475,753/- (One core Fourteen lac Seventy five thousand Seven hundred Fifty  three taka only) October 2013 to December 2016.

Geographical location: The AIDARI project will be implemented among the in ethnic communities of Lohanipara union under Badarganj upazila and Ranipukur union of Mithapukur upazila of Rangpur district. 

Major Activity of the Project:

Types of group supported related Activities:

·         Develop village based EP rights group (each group 15-20 members group)

·         Organize monthly group meetings

·         Quarterly coordination meeting among group leaders

·         Analyze the EP rights situation and develop community development plan

·         Develop EP village level cooperatives and link them with different government agencies

·         Provide referral service in case of legal assistance

Group Capacity Development (Only for Beneficiary):

·         Capacity building training for group leaders on leadership and human rights of EP’s.

·         Capacity building training for group leaders on local level advocacy

·          Community level workshop/discussion on RTI act and its implementation

·         Land literacy training for community leaders

·         Skill development training on income generation and link them with different agencies

·         Cross learning visit of community leaders

 Mass awareness & Mobilization Related Activities  (Only for Beneficiaries)

·         Aannual conference of Ethnic women and youth

·         Practice EP culture at group level and community level

·         Organize yearly EP’s mela / Fair

·         Organize yearly public hearing at Union level

·         Campaign on EP rights (postering, leaflet, letter campaign, memorandum submission, rally etc)

·         Day observation (HR day, adibasi day)

Referral & Linkages with institutions and Services related Activities

·         Union level project inception meeting

·         Upazila level project inception meeting with government officials and civil society members

·         Six  monthly Dialogue with Union parishad on  ethnic peoples'  rights and access to safety net and other UP services

·         Yearly Dialogue with upazila administration and concerned governmental officials

·         Quarterly Dialogue with health clinic representatives to get better access

·         Half yearly Dialogue with school management committee

·         Yearly Upazilla level seminar with government tofficials and civil society members on EP rights

·         Yearly Dialogue with policy makers and implementers (Mps, UP chair, Upazila Chair, members of political parties)

·         Identify khas land workshop with land administration

·         Develop civil society platform at union and Upazila level

·         6 monthly meeting of civil society platform
